1. Preheat your oven to 425°F (220°C) and line a baking sheet with parchment paper.
2. In a large mixing bowl, combine flour, baking powder, garlic powder, salt, and black pepper.
3. Cut the butter into the dry ingredients using a pastry cutter or two knives until the mixture resembles coarse crumbs.
4. Stir in the shredded cheddar cheese.
5. Add the sour cream and milk to the mixture and stir until all ingredients are just combined. Avoid over-mixing to keep the biscuits tender.
6. Turn the dough out onto a lightly floured surface, and gently knead just to bring it together.
7. Flatten the dough to about 1 inch thick and use a biscuit cutter or a glass to cut out rounds.
8. Place the biscuits on the prepared baking sheet and bake for 12-15 minutes or until they are golden brown.
